GENERAL INFORMATION

1. INTRODUCTION

Cambodia will host the 17th ASEAN Telecommunications & Information Technology Ministers Meeting (TELMIN) and the 18th ASEAN Telecommunications & Information Technology Senior Officials Meeting (TELSOM) and Related Meetings with Dialogue Partners from 27 November to 01 December 2017 in Siem Reap province (referred to as the ‘event’). This event is organized by the Ministry of Posts and Telecommunications of Cambodia.

As host of this annual event, Cambodia has prepared this General Information to guide delegates on the meeting registration and other necessary arrangements. The tentative program of the event is attached at Annex A.

Any updates or amendment to this document will be informed by the Local Secretariat and the Liaison Officers (LO) assigned to each delegation.

3. REGISTRATION

Delegates are kindly requested to submit the registration form attached at Annex B to registration@aseantelmin17.gov.kh by 15 November 2017.

ID badges will be issued to all delegates. Delegates are kindly requested to provide in the registration form a digital colored photograph. For security reasons, the ID badge should be worn and be visible at all times.

Registration Desk is located in the hotel (at the lobby2 area). All delegates are advised to arrive 30 minutes before the commencement of the meetings. The ID badge and meeting kit will be distributed during the registration. The Liaison Officers will collect ID badges and documents for TELMIN and TELSOM Leaders.

TELMIN Leaders are also kindly requested to fill in the measurements for tailored shirt/blouse, which will be provided by Cambodia as attached at Annex C.

5. OFFICIAL WEBSITE

The website www.aseantelmin17.gov.kh will be available from 16 October 2017. Delegates can access the website for more information on the event as well as to download meeting documents including latest updates and changes in administrative arrangements of the meeting.

Each delegation will be given one (1) User ID and Password to access and download meeting documents. The website allows multiple-user access at the same time. div>

 

6. MEETING DOCUMENTS

The meetings will be convened in a paperless environment. Nevertheless, two document kits will be provided to each ASEAN Member State and Dialogue Partner for the meetings.

 

7. WORKING LANGUAGE

The working language for the 17th TELMIN/ 18th TELSOM and related meetings with Dialogue and Development Partner is English.

 

8. VISA REQUIREMENTS

All delegates are required to possess a valid passport with at least 6 months validity to enter Cambodia. Delegates who require a business visa may refer to www.mfaic.gov.kh for the application procedures. Delegates are advised to contact the nearest Cambodia Embassies or Consulates-General and local Secretariat for more information on visa requirements. The visa exemptions information is attached for your information at Annex D.

9. ACCOMODATION

The official hotel is Apsara Palace Resort and Conference Center (Meeting venue)

A) For TELMIN & TELSOM Leaders

The host country will provide complimentary stay for all TELMIN (Minister of the ASEAN Member States, Dialogue and Developmental Partners and Secretary General of ASEAN) and TELSOM Leaders (ASEAN, Dialogue and Developmental Partners, and Representative from ASEAN Secretariat) throughout the event at Apsara Palace Resort and Conference Center.

  • Queen Suite will be provided for TELMIN Leaders (Minister of the ASEAN Member States, Dialogue and Developmental Partners, and Secretary General of ASEAN) from 29 November to 02 December 2017 (3 nights).
  • Deluxe Pool/City View will be provided for TELSOM Leaders (ASEAN, Dialogue and Developmental Partners, and Representative from ASEAN Secretariat) from 26 November to 02 December 2017 (6 nights).

Incidentals and extension of stay will be at the leaders’ expense. B) For Delegates We are pleased to offer the following preferential rates at Apsara Palace Resort and Conference Center and other hotels for delegates.

10. AIRPORT & LOCAL TRANSPORTATION

All TELMIN and TELSOM Leaders (Minister of the ASEAN Member States, Dialogue Partners and Developmental Partners and the Secretary General of ASEAN) will be provided with a vehicle for official use throughout the event, including airport transfers. For all other delegates, only airport transfers will be provided.

There is no shuttle bus to the meeting venue for delegates who are NOT staying at the designated hotels. Delegates are kindly requested to make their own transport arrangements.

 

11. LIAISON AND SECURITY OFFICERS

A Liaison Officer (LO) and a Security Officer will be assigned to each TELMIN Leader. A LO will be assigned to each TELSOM Leader. LOs will be the contact points for all administrative and logistical arrangements that the delegation requires. The details of the assigned LO will be provided upon arrival.

 

12. SIDE PROGRAMS

Excursion for all delegates, spouse programs and golf tour for Ministers plus one (1) will be arranged by the host. Further information will be provided in due course.

13. ASEAN ICT AWARD

The ASEAN ICT Award Expert Judges and Recipients are kindly requested to submit the registration form attached at Annex B to registration@aseantelmin17.gov.kh by 15 November 2017.

14. DRESS CODE

The dress code for the entire event is Business Attire unless indicated otherwise. For the dinners, the dress code will be:

  • TELSOM Welcome Dinner – Smart Casual
  • TELMIN Gala Dinner & ASEAN ICT Awards – National dress/ Smart Casual

 

15. VENUE FACILITIES AND SERVICES

Meeting Room Amenity
Free Wireless Internet access will be available at the meeting room. The Local Secretariat will provide network configuration information. All delegates are requested to bring their own notebook computers as the meeting documents will be available only in electronic form.
Bilateral Meeting Room Bilateral meeting rooms are available from 27 November to 01 December 2017. Delegations are advised to book bilateral meeting rooms by emailing to bilateral@aseantelmin17.gov.kh, indicating the date, time, countries involved, setup and equipment required. Alternatively, delegates may consider booking bilateral meeting rooms through their LOs during the event. Please note that room bookings are subject to availability.

Muslim Prayer Room
Prayer room is available at the ground floor, Lobby 1 area.

Media Centre
A Media Centre is available for press members of delegations. The Centre is located at Kolab room (tentative).

Medical and Insurance
A Medical Clinic will be set up to provide immediate health care and basic first aid treatment. The Medical Clinic is located at the ground floor, Lobby 1 area.

In case of emergency, please kindly contact the Front Desk of the Hotels and the LOs will assist to call the doctor on your behalf.

The organizer will not bear the cost of insurance, medical expenses or any other expenses of the delegates. Delegates may wish to make necessary arrangements for insurance and medical coverage before travel.

 

INFORMATION ABOUT SIEM REAP

 

16. ABOUT

Siem Reap province is 10,299 square kilometres big and definitely one of the most famous ones in Cambodia. It's located in the Northwest of the country bordering to the North with Oddor Meanchey, to the East with Preah Vihear and Kampong Thom, to the West with Banteay Meanchey and to the South with the biggest sweet water reserve in Southeast Asia, the huge Tonle Sap Lake.

Siem Reap is the most prosperous region of contemporary Cambodia. Its close proximity to the Angkor Wat temple complex has turned the city into one of the world’s premier travel destinations. More than one million travelers visit Siem Reap every year to explore over a thousand years of Khmer heritage built near Tonle Sap Lake, the foundation of the economic power of the ancient Cambodian empire.

The heart of Siem Reap’s tourist district is known as Old Market, or Psah Chas. This part of town is home to a large concentration of restaurants and shops geared towards an ever-increasing number of American, British and European tourists. The influx of tourism has transformed a quiet little city into a bustling downtown area with an eclectic array of restaurants, bars and nightclubs that rivals any college town along with a night market that keep going well past midnight.

 

17. CLIMATE

The country has a tropical climate - warm and humid. The weather during November and December in Siem Reap is quite warm yet it is the coolest months in Cambodia. Even though November and December are a part of dry season, it is a good time to visit Siem Reap. This time of the year, the skies are clear and the temperature is endurable. It is the best time for sunrises and sunsets. The weather is sunny, windy and humid with a mean average temperature of 23oC-29oC.

 

18. CLOTHING TIPS

Lightweight, loose-fitting, cotton clothing is recommended for the dry season. Delegates may wish to pack long pants and long-sleeved shirts for outdoor activities.

 

19. CURRENCY

Riel (KHR) is Cambodia currency unit. USD$1 is approximately equal to KHR 4,030. There are money changers and banks for currency exchange. All commercial banks are authorized foreign exchange dealers.

 

20. CREDIT CARDS

Major credit cards such as VISA, Master Card and American Express are accepted by most business establishments.

 

21. ELECTRICITY

The standard supply is 220 volts, 50-60 Hz. The following electrical plugs are used in most hotels (see pictures below).

22. TIME ZONE

The standard Cambodian time zone is GMT+7

 

23. GETTING AROUND/TRANSPORTATION

The centre of Siem Reap is fairly compact, you will find that they can easily walk to many places. Taxis provide a comfortable way to get around the city. Taxis operate 24 hours daily. They can be flagged from hotels, taxi stands and most main streets. Taxi fares are charged by the meter, calculated based on the distance travelled.
